Disaster Updates

Two important updates to be aware of:
1) FEMA has extended the filing period for RPAs. This change will grant municipalities and private not for profit organizations until October 28 to file their Request for Public Assistance.
2) A mobile Disaster Recovery Center will become operational in the Village of Ellenville from 8 AM to 8 PM on October 2-4. The vehicle will be parked in the Provident Bank parking lot adjacent to Village Hall.

Additional tetanus shot opportunities / Household Appliance Grant

The Ulster County Health Department has announced two additional tetanus vaccination clinics for first responders directly involved with the response to Irene/Lee. They will be at the the UCDOH clinic at 230 Aaron Court in Kingston on 9/23 from 4-6 PM and at the Trudy Farber Building in Ellenville on 9/26 from 4-6 PM.

The New York State Energy Research and Development Authority (NYSERDA)will provide $8 million toward the purchase of appliances destroyed during Irene/Lee. Energy star rated refrigerators, washer/dryers, boilers, hot water heaters, furnaces and dehumidifiers are all potentially eligible. Applications will be available beginning Monday 9/19 at www.NYSApplianceRebates.com or calling 1-877-697-6278.

Tetanus shots for volunteers and emergency responders

Attention all volunteers and emergency responders: The Ulster County Health Department will be offering free tetanus vaccines to volunteers and first responders that were actively involved in the response to the recent hurricane. Vaccines will be offered at the Phoenicia Co 1 firehouse (Rt 214) on September 13, 15 and 16 from 10 AM to 2 PM, and at the Trudy Resnick Farber building (50 Center St) on September 16 from 10 AM to 2 PM. Updates on Irene / Lee recovery efforts

Afternoon updates:
Clarification on disaster assistance: There seems to be confusion about the IA and PA application process. Individual Assistance is for families and businesses. IA applications can be made at the two Disaster Recovery Centers (Belleayre Ski Center and the Business Resource Center in the Town of Ulster), by phone at 1-800-621-3362 or via internet at www.disasterassistance.gov. Municipalities are eligible for the Public Assistance. The PA process will begin with an invitation from me to an Applicant's Briefing (I have not yet been advised of the date for this). After a Request for Public Assistance (RPA) is made at this meeting, FEMA representatives will schedule a "kick off" meeting with your municipality. You should not wait for this to happen. If you have not already done so, begin the process of making repairs to "pre-disaster conditions" (have photos of the damage prior to making repairs and keep records of all expenditures).

Community liaisons: FEMA has deployed community liaisons that travel through neighborhoods spreading the word about benefits to families and businesses.

From the Department of Homeland Security and Emergency Services: NY State Geological Survey in consultation with the United States Geological Survey is issuing a landslide hazards warning for eastern New York. Forecasted heavy rainfall, including likely intense periods of precipitation, may trigger landslides on moderate to steep slopes and locally elsewhere on landslide-prone slopes in the northeastern United States. The advisory area includes there is the potential for high incidence of landslides in the Hudson Valley, Catskills, and Adirondacks, eastern New York, some landslides may be damaging and/or pose a threat to life safety and critical infrastructure. The most likely types of landslides triggered by this event will be shallow debris slides and debris avalanches on steep slopes and rock fall, particularly in mountainous areas of the state. Locally, debris avalanches, debris flows, and rock falls may pose a threat to life safety. In addition, some areas in the forecast area contain currently active landslides or landslides that have been active in the past few years including earlier in 2011. The forecasted rainfall amounts may lead to elevated pore-water pressures that cause reactivation of some landslides or a temporary acceleration in the velocity of movement. Movement of shallow landslides is most likely to initiate during periods of intense rainfall, but movement of deeper landslides may be delayed as pore-water pressures rise in response to the rainfall. Managers with critical infrastructure or facilities in known landslide hazard areas should make assessments and take appropriate measures, as necessary, to reduce losses in advance of the arrival of the predicted tropical storm. Periodic inspections of slope conditions on and adjacent to critical infrastructure, as feasible, are recommended during and after periods of the heavy rainfall.

Local Assistance: Following the 2005 floods several human needs organizations got together and formed DRIOUT (Disaster Relief Initiative of Ulster Towns). This partnership provided a wealth of support from a wide variety of community groups. DRIOUT is seeing new life in response to this event. Look for more information coming from the group.

Financial contributions: In order to ensure that monetary contributions remain in Ulster County, to help Ulster County residents, one of the DRIOUT partners, the United Way, has established a dedicated fund. See the following web site http://www.ulsterunitedway.org

Resource requests: While we are all well aware of the damage caused to Ulster County communities, please keep in mind that the southern tier has experienced devastation as well - especially in the last 24 hours. Because the areas affected by Irene / Lee continue to expand, resources will be even more difficult to obtain. Please keep this in mind when making requests.

Here is the latest information from the National Weather Service:
Flash flooding threat looks to be an isolated threat.
A flood watch will be issued this afternoon.
Can expect showers this afternoon with heavier, steadier rain overspreading the area tonight into Wednesday morning.
It appears the heaviest rains will occur to our west.
Basin average rainfall expected over the next 48 hours is in the 2" range. Higher amounts are possible in the Catskills.
Flooding will remain a concern through Thursday.
The actual amount of rain to be received over the Catskills is questionable and of the highest concern.

Second Disaster Recovery Center opening

A second Disaster Recovery Center will open on Wednesday September 7 at 8 AM at the Business Resource Center in the Town of Ulster. The facility will be operating from 8 AM to 8 PM seven days a week. This office will house not only FEMA personnel but state and local officials that will process individual and business requests for assistance. This facility will be in addition to the one operating at the Belleayre Ski Center in the Town of Shandaken.

Here is the latest information from the National Weather Service:
Showers (and limited thunderstorm activity) will continue throughout the day and overnight.
The flash flood watch was expanded to include our area. This will be in effect until 7 AM Tuesday.
Remnants of Lee will affect us beginning Tuesday and lasting until Thursday at which time we should we dry conditions.
The 72 hours rainfall estimate is between 1-3" with up to 4 inches in the Catskills. The basin average should be 3-4" with the higher totals over the Catskills.

Here is a synopsis of today's call with the National Weather Service:
Storms will be more organized later this afternoon and tonight (especially north of Albany).
Flash flood information has not changed since yesterday. A flash flood watch is in effect in areas north and west of Albany from 2 PM this afternoon until 8 AM Tuesday morning.
Things are somewhat improved for the river flooding forecast. There will be general precipitation tomorrow, but it now appears a large area of heavy rain will shift to our east. Therefore we will still get rain on Monday, but not the real heavy precipitation.
Tuesday should dry out.
Overall model guidance indicates about 1-2 inches of rain as a basin average (more in thunderstorms). This is less than yesterday.
Additional precipitation from the remnants of Lee should not be seen until the Wednesday time frame.

I've just concluded a National Weather Service conference call. Here is the latest information on the next few days:
Two areas of concern - flash flooding resulting from thunderstorms and downpours (with current conditions only 1-2" in an hour necessary to cause this) and river flooding
The best chances for thunderstorm activity is north and west of the Albany area. A flash flood watch is in place for Sunday 2 PM to 8 AM Tuesday for those areas - NOT Ulster.
Some models show the remnants of Tropical Storm Lee may be felt as early as Monday night into Tuesday. Those indicate a possible 3-5" event potentially impacting our area over a 24 hour period. Other models either move the system south of our area or don't bring in Lee moisture until Wednesday.
